On August 25, 2026, the Hungarian government, in a resolution adopted for the first time officially described Russia’s actions as a threat to Hungary’s national security, to Europe, and to the global order. Budapest condemned Russian aggression, supported Ukraine’s sovereignty and territorial integrity within its internationally recognized borders, and recognized Kyiv’s right to self-defense. The resolution also specifically highlighted the threat to the Hungarian community in Zakarpattia. At the same time, Hungary supports negotiations aimed at achieving lasting peace and long-term security guarantees.

This represents a significant shift from Budapest’s previous policy. For years, Hungary blocked sanctions and assistance to Ukraine while demonstrating close ties with Moscow. A revealing episode occurred in April, when explosives were discovered near the TurkStream gas pipeline in Serbia and Hungarian officials attempted to link the incident to Ukraine.

A technical analysis by the Andromeda Information and Analytical Center, published in The Guardian, showed that the reported four kilograms of explosives would not have been sufficient to destroy such a gas pipeline. Serbian security authorities also officially rejected the theory of Ukrainian involvement.

The resolution adopted by the government of Péter Magyar effectively marks a departure from Viktor Orbán’s long-standing political model. Moscow’s reaction has already emerged. State Duma deputy Andrey Kolesnik stated that Russia could halt oil and gas supplies to Hungary, suggesting that Budapest is acting under the influence of countries hostile to Russia.

Hungary is taking a stand. The Kremlin is preparing to respond.
