For decades, relations between the United States and Canada were regarded as a model of strategic integration. A shared border, deep economic cooperation, and the unified NORAD air-defense system created a solid North American alliance. Donald Trump’s protectionist policies have destabilized this system, turning allies into participants in a trade war.

The Trump administration has been the main driver of the escalation. Under Section 232 of the Trade Expansion Act and an executive order imposing tariffs under Section 338, the White House introduced tough economic barriers:

• 25% tariffs on Canadian steel and aluminum.
• 25% tariffs on automobiles and automotive components.
• An increase in the U.S. weighted-average effective tariff rate from 2.4% in 2024 to 10.6%–11.8% in 2025–2026.

Washington has justified these measures as necessary to address the trade deficit and protect American automobile manufacturers.

In response, the Canadian government approved symmetrical countermeasures based on a “dollar-for-dollar” principle:

• 25% counter-tariffs on the first phase of U.S. goods worth $30 billion.
• 25% tariffs on U.S. steel ($12.6 billion) and aluminum ($3 billion).
• 25% tariffs on imported U.S. automobiles that do not meet CUSMA/USMCA requirements.

The trade conflict has dealt a significant blow to both economies and undermined their shared economic potential.

The Economic Cost

The impact on GDP is substantial. Reciprocal tariffs could reduce Canada’s real GDP by 1.25%–2% over the long term.

The disruption of manufacturing supply chains is becoming a tangible consequence of these policies. Around 75% of Canadian exports are destined for the United States. At the same time, 17% of the goods Canada sells to the U.S. contain American components. Reciprocal tariffs increase the cost of finished products on both sides of the border.

The economic confrontation is also putting pressure on the political alliance and creating risks for the financing of joint NORAD defense programs.

Unfortunately, the trade war between the United States and Canada is only the beginning of a much broader process that Trump has set in motion, contributing to the destabilization of the Western world and North American unity.

Perhaps this is not intentional, but merely accidental. As children sometimes say after breaking their mother’s most expensive vase.

Instead of acting as a “single fist” on the global stage, allies are now forced to spend resources on defending themselves economically against one another.
